Article 1. Purpose
The purpose of these regulations is to establish standards for efficiently conducting the journal publication tasks and the operations of the Editorial Board.
Article 2. Functions of the Editorial Board
The Editorial Board is responsible for the peer review of manuscripts and the publication of the journal. Its duties include:
1. Matters related to the publication of the academic journal issued by the society.
2. Matters related to the Research Ethics Regulations, Manuscript Submission Guidelines, and Manuscript Review Regulations.
3. Other editorial matters proposed by the Board of Directors.
4. Matters concerning referrals to the Research Ethics Committee.
Article 3. Composition of the Editorial Board
The Editorial Board consists of the Editor-in-Chief, Managing Editor, and Editors.
1. The Editor-in-Chief is appointed by the President upon the recommendation of the President or an officer of the society and after deliberation by the Board of Directors.
2. The Managing Editor is selected among the Editors and should possess outstanding administrative abilities, extensive editorial experience, and strong cooperation skills with the Editor-in-Chief.
3. The Managing Editor and Editors are appointed by the President based on recommendations from the Editor-in-Chief and officers of the society.
Article 4. Term of Office of the Editorial Board
The term of office for the Editor-in-Chief and Editors is four years, aligned with the term of the society's officers, and may be renewed for continuity of operations. However, any Editor-in-Chief or Editor who fails to diligently perform their duties may be replaced even during their term.
Article 5. Duties of the Editorial Board
1. The Editor-in-Chief represents the Editorial Board and serves as the chair of its meetings. The Editor-in-Chief is responsible for convening meetings and overseeing the development and revision of editorial policies.
2. The Managing Editor receives submitted manuscripts, returns those that do not conform to the submission guidelines, classifies manuscripts by research field, and assigns them to the appropriate Editors. The Managing Editor oversees the review process and, after its completion, reviews the editorial and peer review reports to assess publication suitability. The final decision is then submitted to the Editor-in-Chief for approval. The Managing Editor also manages editing, formatting, and printing tasks.
3. The Editors select no fewer than two qualified and conflict-free peer reviewers for each assigned manuscript, send review requests, and monitor the review process. Based on the reviewers’ reports, the Editors make a preliminary decision (accept, revise, or reject). In cases of significantly conflicting reviews, additional reviewers may be invited. The preliminary decision is submitted to the Managing Editor for review and final decision by the Editor-in-Chief.
Article 6. Voluntary Service
All members of the Editorial Board and peer reviewers serve on a voluntary basis and do not receive any financial compensation for their work. Editorial duties and peer review activities are carried out as part of their professional academic responsibilities.
Article 7. Miscellaneous
Matters not specifically stipulated in these regulations shall be delegated to the Editorial Board for resolution.
