오늘날 한국에서 해외관광은 경제적ㆍ시간적 여유만 있으면 누구나 즐길 수 있는 대중화된 여가활동이다. 그러나 한국에서 해외관광이 이렇게 대중화된 것은 그리 오래된 일이 아니다. 1980년대 중엽까지 한국에서 내국인의 해외여행은 엄격한 통제의 대상이었다. 해외로 나간다는 것은 이민, 파병, 이주노동 등 국가의 정책과 필요에 의한 것이 아니면 국민 중 일부만이 누릴 수 있는 특권이었고, 보통 사람들에게는 엄격하게 규제되었다. 특히 강력하게 억제되었던 것은 해외관광이었다. 1980년대까지 ‘한강의 기적’이라고 불리는 고도 경제성장을 지속하면서도 한국 정부는 국민들의 해외관광을 좀처럼 허용하지 않았다. 이것은 경제적ㆍ사회적 여건의 문제가 아니라 사실상 정부의 해외관광 금지 정책의 결과였다. 1970년대 후반부터 미래의 장밋빛 꿈으로 이야기되던 ‘해외여행자유화’는 1981년에야 실현에 옮겨져 해외관광에 대한 규제가 일부 완화되었으나, 이 또한 전면 자유화가 아니라 단계적 자유화, 규제의 단계적 완화였다. 이렇게 한국에서 해외관광은 시장상황에 따라 자연스럽게 조절되거나 활성화된 것이 아니라, 정부의 직접적인 개입의 대상이었다. 이 논문에서는 1980년대의 ‘해외여행자유화’ 조치를 살펴보면서 한국에서 해외관광 형태들이 어떻게 형성되었는지를 고찰했다.

Abstract
Overseas tourism in Korea is currently a popular leisure activity that anyone with a little extra time and money can enjoy. However, the popularization of overseas tourism in Korea started only recently. Overseas travel by local residents in Korea was the subject of strict control up to the mid-1980s, and overseas tourism was a particular target of suppression. Despite the continuous rapid growth of the economy, known as the “Miracle on the Han River,” until the 1980s, the Korean government rarely allowed overseas travel by its citizens, not as a response to economic or social conditions but as a result of government policies prohibiting overseas tourism. The “liberalization of overseas travel,” which was merely a rosy dream for the future from the end of 1970s, was finally realized in 1981 when regulations on overseas tourism were partially relaxed. In this paper, we examine how overseas tourism was formed in Korea through the “overseas travel liberalization” processes in the 1980s.
