The meaning of art de gouverner in European political thought and its implication to Korean politics: An essay on postmodern political leadership

Abstract

There are two objectives in this article. The first is to investigate the meaning of art de gouverner as a principle of statecraft in European political thought. The second is to apply its implications to the political reality of Korea. For these purposes, criticizing existing articles in regard to political leadership, I will propose to classify two models of statecraft; a pastor-shepherd model and a Citizen-state model. I will state the reasons why it is necessary to synthesize these two models for better research on political leadership. Also, Michel Foucaults thought is relevant to this research. Finally I will review what is required for the reality of Korean political leadership.
