This study was conducted as a foundational research for establishing the Comprehensive Development Plan (2025-2035) for Yuseong-gu Public Libraries, with the aim of deriving policy directions for library development that reflect the regional characteristics of Yuseong-gu as a science and technology city. To achieve this objective, data were collected sequentially through focus group interviews (FGI) with 4 library experts and 10 public library practitioners, followed by a survey of 1,005 Yuseong-gu residents. The key findings and discussion points are as follows. First, it is necessary to establish specialized library services in science and technology by leveraging the knowledge resources of Daedeok Innopolis and nearby universities. Second, a balanced library distribution strategy is required to bridge the service accessibility gap between new town and old urban areas. Third, customized programs tailored to different life stages are needed in response to demographic changes such as low birth rates and an aging population. Fourth, spatial innovation in libraries is required through the transition to multipurpose cultural spaces and the remodeling of aging facilities. Fifth, there is an urgent need to recruit librarians in compliance with legal staffing standards and to secure professionals equipped with digital competencies. Sixth, the advancement of collection development policies based on usage data and service area characteristics is necessary. Seventh, the expansion of services through inter-library cooperation networks and partnerships with local cultural institutions is required. Eighth, strengthening promotional strategies centered on digital channels and active marketing to attract non-users are necessary.
