Abstract
Since early October 1947 North Korean communist leader Kim Il Sung proposed repeatedly holding the conference of South-North Korean politicians(a meeting between the representatives of South Korean political parties & social organizations and the representatives of North Korean political parties & social organizations). The purpose of Kim’s proposal for the conference was to hinder UN’s dealing with Korean problem and general election preparing for the establishment of government in South Korea. Kim Il Sung endeavored to entice many South Korean politicians including Kim Koo and Kim Kyu-sik into the conference project. Falling into Kim Il Sung’s enticement, Kim Koo and Kim Kyu-sik took part in the Conference of South-North Korean Politicians opened at Pyongyang in April 1948 and helped Kim Il Sung. Soviet Army stationed in North Korea and Kim Il Sung wrote scenario about the Pyongyang Conference beforehand. US Army stationed in South Korea and South Korean rightists including Syngman Rhee looked on the preparation and process of the conference. There was no negotiation between South and North Korean politicians in the conference. The conference proceeded in accordance with the scenario written by Soviet Army and Kim Il Sung and adopted the resolutions which urged pan-national struggle to block general election in South Korea and approved indirectly Kim Il Sung’ will to socialize South Korea.
