Abstract

Small libraries function as vital community spaces, offering both cultural and everyday life services to local residents. However, they are increasingly struggling with operational challenges brought on by shifts in library policies and evolving environmental factors. This study seeks to examine the evolving role of small libraries within communities and propose strategies to address these challenges. Using K-gu District as a central case study, the research provides a comprehensive analysis of key operational elements in small libraries and offers solutions aimed at fostering their revitalization. To enhance the operation of small libraries in K-gu District, the study suggests several key strategies: improving the efficiency of operational systems for both public and private small libraries, revising local ordinances related to small libraries, refining the “Small Library Operational Evaluation Indicators” based on a comprehensive survey of current conditions, establishing a life-cycle-based support system for small libraries, and forming a consulting team to provide operational support.
