This study aims to develop a mid- to long-term strategy for the preservation, restoration, and digital utilization of electronic records designated as vital national archives. In the rapidly evolving era of digital transformation and technological convergence, the National Archives of Korea faces growing demands to establish a sustainable preservation system and a value-driven utilization framework for electronic records. Based on an in-depth analysis of domestic and international research trends, industrial developments, and patent information, the study categorizes the strategic direction into two domains: preservation/restoration and digital services. Through this process, 13 specific research tasks have been derived. Furthermore, a policy and technology road map spanning from 2025 to 2029 is proposed. The findings of this study are expected to serve as a foundational reference for R&D planning and policymaking in national records management while also contributing to the integration of theoretical and practical approaches in the field of electronic records management.
