The purpose of the study is to provide foundational data for establishing a structure to foster local reading culture. The research goals are as follows: the factors of local reading behavior; the influence of the status of local reading on the perception of local administration-lead reading environment policies. The responses of 97 adults and 113 students from A rural to about questions about reading behavior and the their perceptions of reading environment policies were analyzed. The results of research are as follows: polarization between active readers and an indifferent non-readers; reading activities related with self-satisfaction improvement of reading. Therefore the proposes of the study are as follows. First, it is important to encourage the use of libraries to convert non-readers into readers. Second, it is important to encourage reading activities to continuously vitalize reading culture.
