Abstract
No studies on the negotiations of claims in the normalizations talks between South Korea and Japan have comprehensively analysed the time series movement of the sub items in the ‘claims of the eights items against Japan’. So, the purpose of this paper is to analyse the time series movement of the fifth item in the ‘claims of the eights items against Japan’ precisely, mainly by using Korean side’s official documents opened in 2005 and Japanese side’s official documents which were beginning to be opened in 2007. The discussions on the claims problems started in the preliminary talks in the fall 1951, but the sixth talks in the normalizations talks between South Korea and Japan which was opened in the fall 1961 was the first and final occasion in which Korean side officially proposed the sub items and its amounts to Japan. That is why this paper regards the sub items and its amounts proposed in the sixth talks as the official claims of Korean government, and elucidates the movement of the sub items in the fifth item from the beginning to the sixth talks. This studies concludes the followings, the first is that the official contents of the claims proposed to Japan were almost derived from the those which Korean government prepared as the ‘reparation’, the second is that there is no general tendency in the changes of sub items which happened in the nominal change from reparation’ to ‘claims’, the third is that in demanding the official claims in the sixth Talks, South Korea depended on the documents of US and Japan which had been prepared before the opening of the Talks, the final is, the compensation for the conscripted Korean peoples was demanded on the grounds of the law on which Japanese government have compensated for her own peoples.
