초록
이 연구는 여수시 도시재생 지원센터를 중심으로 한 시민참여의 다양한 단계와 지역역량 강화 과정을 탐구했다. 특히, 시민참여 단계의 구체적인 전개 및 각 단계에서의 역량 강화 과정을 분석함으로써 지역공동체의 참여가 도시재생에 어떻게 기여하는지를 고찰했다. 연구는 2018년부터 2020년까지 여수시에서 실시된 지역역량 강화 프로그램의 적용 사례를 중심으로, 시민참여의 질적 변화와 그 결과로서의 지역역량 강화의 실체적 측면을 조명했다. 이 연구는 시민 참여를 활성화하는 정책적 접근과 지역역량을 강화하는 실천적 방안을 제시하며, 지속 가능한 도시재생을 위한 정책 수립에 기여할 수 있는 통찰력을 제공한다.

Abstract
This study explores the various stages of citizen participation and the process of regional capacity building centered on the Yeosu City Urban Regeneration Support Center. Specifically, it examines the detailed unfolding of citizen participation stages and the capacity-building processes within each stage to understand how community involvement contributes to urban regeneration. This research focuses on the application cases of regional capacity enhancement programs conducted in Yeosu City from 2018 to 2020, highlighting the qualitative changes in citizen participation and the tangible aspects of regional capacity enhancement that resulted from these changes. This study offers policy approaches to promote citizen participation and practical measures to enhance regional capacity, providing insights that can contribute to policy formulation for sustainable urban regeneration.
