This study explores the various stages of citizen participation and the process of regional capacity building centered on the Yeosu City Urban Regeneration Support Center. Specifically, it examines the detailed unfolding of citizen participation stages and the capacity-building processes within each stage to understand how community involvement contributes to urban regeneration. This research focuses on the application cases of regional capacity enhancement programs conducted in Yeosu City from 2018 to 2020, highlighting the qualitative changes in citizen participation and the tangible aspects of regional capacity enhancement that resulted from these changes. This study offers policy approaches to promote citizen participation and practical measures to enhance regional capacity, providing insights that can contribute to policy formulation for sustainable urban regeneration.
