Abstract

This study aims to explore the global utilization potential of the Korea Music Data Center (KMDC) and propose strategies to realize this goal. K-pop has already established itself as globally influential cultural content and is expanding into a cultural platform interconnected with various industries. Accordingly, K-pop–related archival records must evolve beyond simple data accumulation into cultural platforms that share emotions and memories. To this end, a comprehensive review of literature was conducted, domestic and international cases were analyzed, and focus group interviews were held with records management professionals, cultural content experts, and domestic and international K-pop fandoms to examine the limitations and development directions of the archive from multiple perspectives. As a result, five strategic directions were identified: enhancing global accessibility through cultural translation, operating a Fandom Studio, constructing a K-pop map, establishing a K-pop digital heritage archive, and transforming the platform into an emotion-based participatory archive. These strategies are aimed at not only technical improvements but also a fundamental paradigm shift toward a fan-centered archive that facilitates cultural exchange. Therefore, this study presents a direction for the KMDC to evolve into a global cultural heritage platform and broadens the discourse on the public value and social role of archival records.

Abstract

This study investigates the current state of records management in self-management agencies, where systematic public records management is notably inadequate, and proposes targeted measures for improvement. Through in-depth interviews with records managers and comprehensive case studies, the research explores current practices and the perceptions related to records management in these institutions. The findings reveal a range of critical challenges, including the absence of sufficient regulations and structured work plans, a lack of dedicated organizational units for records management, excessive workloads placed on records managers coupled with frequent job rotations, insufficient education and training, difficulties in securing budget, inadequate management during the record creation process, and the absence of integrated records management systems. To address these issues, the study proposes a comprehensive improvement strategy. Key recommendations include conducting systematic inspections and evaluations of current records management practices in self-management agencies, incorporating the evaluation results into broader organizational management assessments, designating a central authority to oversee records management, mandating records management education for heads of public institutions, and fostering collaborative networks to strengthen records management practices. These research findings and recommendations are expected to contribute significantly to the advancement of records management in self-management agencies, highlighting its crucial role in ensuring organizational accountability and efficiency.

Abstract

Since the International Council on Archives (ICA) announced RiC-CM v0.1 in 2016, nearly a decade has passed, during which related groups have expressed various opinions, and numerous academic studies have been conducted. Hence, this study aims to examine the applicability of RiC by deeply exploring its development process and the responses of relevant groups. To this end, the study reviews the development and the advanced process of RiC, analyzes the differences and improvements between each version, and explores the trends and perspectives among related groups. The results show that RiC-CM has been simplified and improved to better reflect the digital records management environment. At the same time, RiC-O has been refined to achieve greater structural consistency with RiC-CM. Practitioners expressed caution about implementation, citing insufficient representation of digital records management and a lack of specific guidelines. Meanwhile, researchers, though acknowledging limitations in connecting with other standards, evaluated that RiC implementation is advantageous. This study is expected to serve as a valuable foundational resource for researchers and relevant groups preparing for the implementation of RiC in Korea.

Abstract

This study aims to examine the current role of the National Records Management Committee and explore what its proper future function should be. To achieve this research objective, the agendas of both regular and ad hoc meetings of the National Records Management Committee were reviewed through their respective minutes, along with those of the committee’s subcommittees. A comprehensive analysis of the agendas discussed revealed several issues regarding the National Records Management Committee’s role. Four significant problems were identified. First, one agenda item—“cooperation and collaboration among permanent record management institutions”—had not been addressed at all. Second, issues concerning the “management of presidential records” were also left unreviewed. Third, the majority of discussions focused heavily on topics such as the “establishment, amendment, and repeal of record management standards” and the “approval for extending the transfer period of nonpublic records and extending the confidentiality period of such records.” Fourth, frequent changes were observed in the names and agenda items of the committee’s specialized subcommittees. Based on these findings, interviews were conducted with members of the National Records Management Committee, leading to the following recommendations. First, the National Records Management Committee’s authority should be elevated. Second, greater oversight and checks should be required for the Special Committee for Management of Presidential Records. Third, all matters related to records management standards should be prioritized for discussion by the subcommittees. Fourth, the roles and functions of the specialized committees should be further strengthened.

Abstract

This study aims to develop a mid- to long-term strategy for the preservation, restoration, and digital utilization of electronic records designated as vital national archives. In the rapidly evolving era of digital transformation and technological convergence, the National Archives of Korea faces growing demands to establish a sustainable preservation system and a value-driven utilization framework for electronic records. Based on an in-depth analysis of domestic and international research trends, industrial developments, and patent information, the study categorizes the strategic direction into two domains: preservation/restoration and digital services. Through this process, 13 specific research tasks have been derived. Furthermore, a policy and technology road map spanning from 2025 to 2029 is proposed. The findings of this study are expected to serve as a foundational reference for R&D planning and policymaking in national records management while also contributing to the integration of theoretical and practical approaches in the field of electronic records management.

Abstract

This study examines the current status of records compilation in domestic archives and proposes strategies for revitalizing compilation practices by analyzing the working environment through the experiences and perceptions of practitioners. To this end, the study reviewed the concept and significance of compilation through a literature review and identified the operational realities and key challenges in the field through practitioner interviews. The interviews were analyzed based on six elements: personnel information, compilation operations, practitioner perceptions, progress by compilation stage, areas for improvement, and future plans. The findings revealed that compilation activities in domestic archives are not actively conducted, with significant issues including the absence of long-term planning, lack of assigned professional personnel, and limited diversity in media usage. Accordingly, this study proposes strategies to revitalize compilation practices, including efforts to secure professional personnel, promote systematic record arrangement, utilize diverse media formats, and expand records into value-added content.

Abstract

The study aims to examine the web-based archival information service provided by the Offices of Education, focusing on its current state and proposing improvement strategies. While the Offices of Education have built a foundation for archival information services through their website, key user groups, such as students, parents, and teachers, remain largely unaware of these services. An analysis of the Offices of Education’s records and archives management system, service types, and web services was conducted alongside interviews with seven professional archivists to assess operational challenges. Based on the study’s findings, proposed measures include enhancing search tools and usability, developing a user-friendly guide, securing resources, conducting systematic records collection activities, understanding user behavior, and diversifying content. Through these efforts, it is expected that tailored web services will be created to better support local education and address the practical needs of diverse users.
