This paper tries to present the positive relationship between the cultural industries and the development of the creative arts sector, in which includes the performing arts, from a viewpoint of regional development. For this aim, first, the paper presents ‘multi-layer’ structure of the cultural industries building on the approach of Peacock and Weir (1975), Throsby (2001), and Ikegami (2001), and then derives its policy implications. Second, the paper discusses the role of the cultural industries in regional development in terms of demand and supply sides. Third, the paper discusses policy issues for promoting artistic creativity because whether a city will thrive or wither depends on its cultural infrastructure, specially with the presence of creative artists as cultural software. Finally, the paper offers conclusions.
