초록

정치는 구성원들을 강제하는 권력의 획득과 행사에 집중하는 권력정치(politics)와 구성원들의 의견을 토의ㆍ수렴하는 의사소통과정을 중시하는 소통정치(the poitical)로 나눌 수 있다. 오늘날 민주화 이후 한국사회를 성숙시키고 참여민주주의를 활성화시키기 위해 필요한 것은 이 중 소통정치이다. 우리나라에서는 19세기 말 창간된 ≪독립신문≫이 근대적 공론장을 탄생시키고 소통정치의 출발점을 이루는 계기가 되었다. ≪독립신문≫의 근대화 기획은 군주-신하-국민이 일치단결하는 국민국가를 만듦으로써, 국가역량을 강화하고 외세로부터 독립적인 근대국가를 건설하는 것이었다. 이를 위해서는 정부관원이 법에 따라 업무를 수행하는 법치, 일반백성이 개명하여 강한 국민이 되는 계몽, 정부와 국민을 연결해주는 공론장을 제공하는 ≪독립신문≫과 같은 언론매체가 필요하다고 역설한다. 하지만 ≪독립신문≫은 아렌트나 하버마스가 파악한 서구의 공론장과 비교해 볼 때, 국민을 여전히 수동적 존재로 간주하고 법과 도덕을 적절하게 조화시키지 못한 아쉬움이 있다.

Abstract

Political phenomenon can be divided into two dimensions: ‘politics’ that emphasizes the acquisition of compulsory power with which to dominate the people and ‘the political’ that focuses on the deliberative process in which to cooperate among social constituents. In the history of Korea, The Independent has established the modern public sphere and initiated the political as communication in the end of 19th century. Participants in The Independent maintained that the integration between government and people was indispensible for the building of an independent modern state. That integration needed three elements: the governmental rule by law, the enlightenment of people, and the public sphere like The Independent. In comparison with the Arendtian and the Habermasian idea of public sphere, however, there are some shortcomings. The Independent has regarded the people as too passive and lacked the harmony between law and morality.
