A Comparison between 1970s’ Korean Rural Saemaeul Movement and China’s New Countryside Construction for a Balanced Urban Rural Growth

Abstract
The Chinese economy has been continuing its rapid growth since the reforms and opening up(改革開放) in 1978. However, the urban-rural and interregional growth discrepancy problem appeared contemporarily. In order to solve the emerging problems, the Chinese Government began to promote the “New Countryside Construction”(新農村建設) in all the rural areas since 2006. Nevertheless, the result of China’s “New Countryside Construction” seems to be less significant than Rural Saemaeul Movement, which was promoted by the Korean Government in the 1970s. Expecially, the achievement of a urban-rural balanced growth made possible by an efficient support of the Korean Government was remarkable. I believe that this successful case may give us some implications for the urban-rural balanced growth in China’s “New Countryside Construction,” if we study it thoroughly. In this study, the implications for China’s “New Countryside Construction” were mainly found through the comparative analysis regarding the following points: the economic backgrounds, the content of promotion, the economic results of 1970s’ Korean Rural Saemaeul Movement and China’s “New Countryside Construction.” The result of this comparison is, that the urban-rural balanced growth was reached through Rural Saemaeul Movement, while the urban-rural balanced growth was not corrected through China’s “New Countryside Construction.” And this is due to the difference between the promoting content, way, etc of the two governments and the rural conditions of the two countries. Based on this result, the three implications were suggested as follows. Firstly, the Chinese Government and peasants should cooperate with each other. Secondly, the way in which the Chinese Government intervenes should be changed. Thirdly, the Chinese peasants should receive an adequate education.
