Generally Social Welfare Centers in Korea are more inclined to act as service providers for individuals than to participate in social reform movements on a local level. Even though community organizing is considered by the Government to be one of the major tasks which Social Welfare Centers should do, for most of Welfare Centers community organizing is the last work to be concerned with. The purpose of this study is to clarify if Social Welfare Centers could commit themselves to community organizing movements, and if possible, to what extent they could work both as a community organizer and as a provider of welfare services, by analyzing the single case of Bang-Ah-Gol Social Welfare Center. To do so, this study has examined Bang-Ah-Gol Center’s ways of implementing programs and their outcomes to find out its distinctiveness, in terms of the Settlement House Movement of the 1920s and the recent discourse of local welfare movement in Korean society. Compared with other Social Welfare Centers, what characterizes Bang-Ah-Gol Center is not the distinctiveness of its contents of programs but the consistency of its organizational culture and the philosophy of community organizing movement. Believing that participants should always be the master, the workers of Bang-Ah-Gol Center have tried to foster the spontaneous communities which are composed of middle-class volunteers. Unlike the Settlement Houses in the 1920s, Bang-Ah-Gol Center has not gone far enough to take the lead in the fight to improve the rights of poor labourers, or to politicize the issues of lives of the low class people. However, we cannot say that this limitation has been derived from the defects of those workers, thinking that it is common to the most of Social Welfare Centers which are inevitably dependent on public finance and under the control of the government.
