Abstract

This study aimed to analyze the problems of the current School Library Promotion Act, focusing on the works of school libraries and the staffing, allocation criteria, and scope of duties of librarian teachers, and to propose revision plans of School Library Promotion Act. To this end, relevant laws and literature were analyzed, and directions for legal amendments and specific amendment proposals were presented. The main research results are as follows: First, school libraries were redefined based on the library service in the Library Act and the teaching-learning in the School Library Promotion Act. Second, overlapping content among the school library duties stipulated in the Library Act was deleted, and matters concerning the development and provision of education, culture, information, and leisure programs were added. Third, in addition to the common duties of librarians and librarian teachers, matters corresponding to the instructional role of librarian teachers were additionally presented.

Abstract

For unverified papers deposited as preprints, users must independently judge the reliability and accuracy of the research content. Therefore, this study aims to determine whether the influence of the officially published version of the paper can be predicted in advance using various usage indicators of preprints. In addition, we analyzed whether, despite being an unverified, unpublished preprint, it was being spread socially through media reports and cited in academic papers. Total of 460 papers were collected and analyzed, including 288 papers initially archived as preprints in the medRxiv health informatics field and 172 post-publication versions of the papers. As a result, first, it was confirmed that the initial interest in research results published as a preprint was related to the number of citations in the post-publication version. It was analyzed that using the usage indicators accumulated over the first six months could predict the influence that may appear in future post-publication versions at around 40%(β = 0.409 p < 0.01), helping users to select research results. Second, it was analyzed that unpublished preprints were also spreading socially and being cited in academic papers. In addition, it was analyzed that it is being actively cited not only in other preprints but also in excellent academic journals with a high impact factor.

Abstract

This study aimed to investigate promising research areas in the field of social science by exploring the possibility of employing altmetrics to serve the purpose. To facilitate the research, five analytical methods were conducted: 1) topic modeling to derive research topics, 2) PCA to extract common features of bibliometric indicators and altmetrics indicators, 3) cross-correlation analysis and 4) regression analysis to identify time differences between bibliometric and altmetrics indicators, and define their relation, and 5) correlation analysis to finalize emerging research topics. The findings of the study revealed that the captures, among the altmetrics indicators, can be used as a leading indicator of the number of articles, authors, usages, and it can contribute to identifying emerging research topics two to three years earlier. This study has significance as it identified the applicability of altmetrics in overcoming the limitation of time lag that occurs in citation and keyword-based indicators used in previous studies, and proved it to be an indicator to ensure immediacy in the detection of emerging research topics. It also demonstrates the methodological extensibility for predicting emerging research topics by using PCA and provides the foundation for designing detection models for emerging research topics in the future.

Abstract

The purposes of this study are to analyze the collection development policies of National Library of Australia and the National Library of the Netherlands and to derive implications for the collection development policies in the future. The collection development policies of these national libraries were analyzed with a focus on mission and responsibility, organization and personnel, budget and collection statistics, basic directions and principles of collection development, collection priorities, preservation and digitization, and deposit. The most special aspects of the national collection development of Australia and Netherlands were the trial of the new ways to change the collection development polices of NED online deposit system and the social media in line with the flow of the digital era and their own current situations. Based upon the results of this study, changing factors, several implications for developing the national collection for the National Library of Korea were suggested.

Abstract

This study examines research trends in public library leadership through bibliometric mapping. Articles published between 1989 and 2025 were divided into three phases to analyze keyword frequencies and network structures. Phase 1 focused on technology-based organizational and change management. Phase 2 showed diversification into information literacy, collaboration, and innovation. Phase 3 highlighted issues such as diversity, inclusion, emotional intelligence, and crisis management. The results reveal a shift from managerial and technical themes to multidimensional and practice-oriented leadership research. This study suggests future research should pursue interdisciplinary approaches, address environmental changes, and promote social values. The findings contribute to both academic discourse and practical leadership development in public libraries.

Abstract

Recognizing the need for evaluation to ensure the sustainability of locality documentation programs, this study developed appropriate evaluation indicators for locality documentation programs. To this end, this study used a logic model as the theoretical framework and derived five evaluation factors(input, activity, output, outcome, and impact) along with 27 detailed indicators. In addition, an AHP survey and in-depth interviews were conducted with experts to validate the derived indicators. As a result of the study, the importance of the ‘evaluation factors’ was highest for the ‘input’ at 0.312, followed by the ‘activity’ at 0.190. In other words, in local documentation programs, it is more important to evaluate whether appropriate inputs are in place and whether the activities are being carried out well, rather than focusing on the output. Among the indicators within each evaluation factor, the most important were identified as follows: dedicated personnel 0.263 for input, establishing collection policy 0.262 for activity, building a digital archive 0.305 for output, strengthening the role of the institution 0.367 for outcome, and establishing regional identity 0.453 for impact. It is hoped that the results of this study will be used in the planning, operation, and evaluation of locality documentation programs and help improve the sustainability of the programs.

Abstract

This study aims to analyze the relationship between acquisition costs, resource usage, and faculty research performance at large universities and to provide empirical evidence for developing strategic initiatives and optimizing resource allocation in university libraries. The study examined 59 large universities with over 10,000 enrolled students. The findings indicate that while acquisition costs and spending on electronic resources have increased, the number of loans and overall publication output of full-time faculty members have declined. Conversely, SCI/SCOPUS publication output and the number of cited papers have shown an upward trend. A significant positive correlation was identified between SCI/SCOPUS publication output and both international publication output and the number of top 1% most-cited papers. This study recommends that university libraries enhance their research support by adopting performance-based resource allocation strategies, establishing quantitative evaluation metrics, fostering researcher-centered collaboration, tailoring resource management to specific disciplines, and improving government support for electronic resource subscriptions.

Abstract

The purpose of this study is to develop a list of recommended books for adolescents in correctional facilities to help them enjoy a smooth reading life. To achieve this purpose, the research contents and methods included a literature review to identify the characteristics of adolescents in correctional facilities, in-depth interviews with adolescents and an online survey of staff to investigate their needs for a smooth reading life in correctional facilities, and the results were analyzed. In addition, expert advisory opinions were reflected. As a result of the research, the following book lists were developed: bibliotherapy: Level 1 (20 picture books), Level 2 (20 youth literature), career reading: Level 1 (20 picture books), Level 2 (20 literature/ non-literature), literacy enhancement: Level 1 (20 picture books/fairy tales), Level 2 (20 literature/non-literature), and Level 3 (8 literature/non-literature). The results of this study will help develop a list of recommended books for the psychological and emotional stability, literacy for learning, and career exploration of youth in correctional facilities who are in special environments, and will be helpful for providing leisure activities, learning, and career guidance in correctional facilities. In addition, the list of recommended books will be added on a continuous and regular basis, and will be used as basic data for building a customized book list database for youth in correctional facilities.

Abstract

The purpose of this study is to analyze the characteristics and significance of library-led community engagement activities. Specifically, it examines case studies from the ‘Library Transforming Communities’ (LTC) project, organized by the American Library Association (ALA). Data for the case analysis were collected from 12 library case studies and reports available on the ALA’s LTC website, along with interview data from librarians. Based on the research findings, four core areas of community engagement were identified: recognizing community problems and needs, facilitating and mediating community dialogue, fulfilling the library’s role as a public forum, and building relationships and fostering collaboration within the community. In addition, various educational programs were implemented to enhance librarians’ capacities and foster shifts in their perceptions. Furthermore, in some cases, library information services and programs were leveraged to address local issues effectively. As a result, library-led community engagement has positively contributed to community development and improved public perception of libraries. These findings confirm that the role of public libraries and librarians are evolving traditional information provision, expanding into facilitation roles within community problem-solving processes.

Abstract

This study focuses on self-leadership to enhance librarians’ job proactiveness in performing their tasks independently. Specifically, it examines how organizational characteristics and motivation influence self-leadership among public librarians and investigates the role of self-leadership in their organizational commitment. To achieve this, a literature review and in-depth interviews were conducted to develop the survey instrument, followed by a questionnaire survey targeting public librarians. This study confirms that self-leadership improves organizational performance and the quality of library services in public libraries. It also highlights the need for organizational support and policy initiatives to strengthen librarians’ self-leadership.
