Abstract

This study identifies that library cultural and welfare services play a critical role in preventing the outflow of young people and attracting economically active populations, thereby enhancing the sustainability of local communities, and proposes specific strategies to achieve this goal. The findings reveal that libraries can function as vital hubs by providing practical services such as vocational training, entrepreneurial support, and community networking, enabling young people to establish a stable foundation and settle in their communities. Based on these insights, the study proposes four strategic approaches for expanding the role of libraries: first, designing customized services tailored to the needs and lifestyles of young people; second, developing linkage programs that create economic opportunities and provide stable employment; third, operating community programs that promote social participation and strengthen the connection between young people and the local community; and fourth, establishing multi-faceted support systems through collaboration with local stakeholders.

Abstract

This study examined the impact of users’ cognitive and emotional trust in using ChatGPT service on their satisfaction with ChatGPT, at a time when ChatGPT-4 is rapidly spreading and its performance is improving. The analysis results showed that the quality factors of generative ChatGPT (system quality, service quality, information quality) have a positive effect on both cognitive and emotional trust. Trust (cognitive trust, emotional trust) was also found to have a positive impact on user satisfaction. Furthermore, these findings highlight that, with the increasing universality of information and advancements in AI technology, service quality evaluation is becoming an important factor of interest. In particular, since generative artificial intelligence technologies such as ChatGPT are expected to have a significant impact on users’ use of information, libraries need to think ahead about the pros and cons and problems of these technologies and use them as a basis for further improving the library’s information services.

Abstract

This study analyzed the regional distribution, academic achievements, review and editorial performance of international journal reviewers in the field of library and information science and what factors were related to the impact of the journals they reviewed. This study extracted 307 international academic journal reviewers in the field of library and information science based on WOS researcher profile and inCite. In addition, impact metrics of the journals reviewed by these reviewers were collected and nonparametric correlation analysis and logistic regression analysis were performed. The analysis results showed that, first, LIS international academic journal reviewers are distributed in the order of the US, Spain, and the UK, and it was analyzed that there are a small number of researchers who demonstrate top-notch academic achievements and review performance, forming an overall long-tail graph. Second, the academic performance of LIS international journal reviewers was found to have a weak correlation (r= 0.38 p<0.01) with their participation in journal publications, such as reviewing and editing. So the two were interpreted as somewhat independent activities. Third, the influence of the journals reviewed by the researchers under analysis was more closely related to impact index such as the number of citations and h-Index than to the amount of papers they published. And .the logistic regression analysis results showed that only the H index was 1.15, indicating a positive effect (95% CI: 1.094-1.209).

Abstract

This study aims to provide foundational data for establishing clear guidelines and evaluation criteria to ensure that university students can responsibly utilize AI as its influence in educational settings continues to grow. To achieve this, qualitative content analysis was conducted on reports written by library and information science students after discussing the acceptable level of AI use in class. The analysis yielded three key findings. First, students acknowledged AI’s efficiency but expressed concerns about information ethics issues such as plagiarism and copyright infringement. Second, they were worried about the fairness of evaluations when AI usage could not be clearly identified. Third, they recognized AI use as inevitable due to technological advancements and believed that avoiding AI could lead to falling behind the times. Consequently, there was a shared consensus on the necessity of clear guidelines for AI use and evaluation criteria. Additionally, students agreed that fostering critical information analysis skills is essential to prevent over-reliance on AI while maximizing its benefits. Future research should expand the study to students from various disciplines and explore ways to integrate the proposed foundational data into practical policy models.

Abstract

As interdisciplinary research expands through the convergence of academic fields and the number of accessible electronic journals increases, researchers face growing challenges in selecting appropriate journals for manuscript submission. There is a lack of research on journal recommendation systems that reflect the Korean academic ecosystem, in which academic services offer different sets of journals and international journals published by Korean academic societies are increasing. This study proposes a machine learning-based journal recommendation architecture that leverages language models. The proposed architecture embeds paper titles and abstracts using BERT-based language models further trained on target data, and these embedded vectors are then input into an XGBoost classifier to recommend appropriate journals. Analysis results showed that among BERT-based models, RoBERTa demonstrated the best performance, with its recommendation system outperforming approximately 13% higher compared to systems based on traditional natural language processing techniques. Furthermore, it was found that recommendations for papers outside the scope of service journals and papers written in Korean were feasible. This study contributes both academically and practically by presenting an academic journal recommendation architecture that leverages language models and machine learning by considering the actual Korean academic publishing environment.

Abstract

This study examines the impact of kiosk-based self-service technology (TBSS), which is rapidly expanding in public libraries, on user satisfaction and the intention to continue the service use. Using surveys and statistical analysis, the study explores how kiosk service quality influences these factors, aiming to enhance device performance and user convenience to promote public library usage. The findings indicate that usefulness, ease of use, and playfulness positively affect both satisfaction and continued usage intention, with usefulness emerging as the most significant factor. Moreover, higher user satisfaction correlates with a greater intention to continue using the service. While users rated usefulness and ease of use highly, they gave lower ratings to playfulness and reliability, highlighting areas for improvement. To enhance playfulness, the introduction of a points-based reward system is recommended, while reliability could be improved through the implementation of maintenance and failure reporting systems. Demographic analysis suggests the need for tailored improvements for individuals aged 60 and above, as well as digital non-experts. Future research should focus on developing public library-specific service quality factors, conducting large-scale surveys, and carrying out in-depth studies targeting digital non-experts.

Abstract

This study proposes a systematic framework for developing and implementing public library programs through literature analysis, case studies, and expert interviews. A comparative analysis of South Korean and U.S. programs identified core thematic and structural domains. Expert interviews validated the framework and assessed operational challenges. Thematic classification includes Reading, Humanities, Literacy, Arts & Culture, and Civic Education, with defined subcategories and examples. Program structure is categorized by Delivery Method, Frequency, and Digital Environment Integration. Findings contribute to the professionalization of public library programming and evidence-based planning. This study highlights the role of structured program development in improving library service effectiveness and accessibility. The proposed framework supports strategic and sustainable library programming.

Abstract

The purpose of this study is to assess the feasibility of developing a Cultural Resource Management System (CRMS) for Mongolia through Korea’s Official Development Assistance (ODA). In order to confirm the feasibility of the project, Mongolian recipient institutions were surveyed on the spot, and 19 Mongolian cultural ODA officials were interviewed. The feasibility analysis indicates that the CRMS project aligns with the international community’s development cooperation trends, the Korean government’s policy objectives, and Mongolia’s international development cooperation policies. thus confirming its policy relevance. Additionally, the project demonstrates technical feasibility by aligning with the Mongolia’s technology advancement plan, IT infrastructure, applied technologies in the National Library of Mongolia, and efforts for capacity building among IT personnel. Furthermore, the project social feasibility is supported by its potential contributions to enhancing national identity, promoting cultural diversity, fostering social development through cultural capacity, and conserving the ecological environment, ensuring project sustainability. The proposed CRMS architecture was designed in consideration of institutional stakeholders’ requirements and Mongolia’s technical environment. Therefore, it is necessary to promote the Mongolian CRMS development project through Korea’s ODA.

Abstract

This study proposes a framework for the development and operation of Digital literacy programs for older adults in Public libraries. The study analyzed news media coverage of ‘Digital literacy education’ for older adults over a period of 25 years. A total of 4,120 articles were extracted from the BigKinds. A quantitative analysis and content analysis were conducted on the news media frames. The analysis showed that, since 2000, the news media have focused on the issue of digital literacy education for older adults due to the development of information and communication technology (ICT) and the widespread use of digital devices. The frequently discussed topics were ‘IT_Science’ and ‘Local’. The primary terms were ‘digital’, ‘older adults’, ‘education’, ‘information’, ‘digital divide’ and ‘smartphone’. As a result of the study, the news media reported on the government, local governments and companies providing digital literacy education for older adults. In addition, the news media focused on the digital transformation of Korean society and the digital divide caused by the aging population.

Abstract

This study analyzes how digital divide is discussed in YouTube video content, one of the major social media platforms. Basic statistical analysis was conducted on collected YouTube video data, and LDA topic modeling was applied to the speech text. The category analysis by year showed that the ‘News/Politics’ category had the highest number of uploaded videos. Additionally, videos with the most views, likes, and comments were all posted in 2024. Topic modeling identified five key themes: 1) digital technology and services for people with disabilities, 2) digital divide in education and solutions to bridge educational gaps, 3) enhancing digital literacy among the elderly and reducing information inequality, 4) social issues caused by the digital divide across age groups, 5) public projects and support measures to address digital divide. Among these, ‘Social issues caused by the digital divide across age groups’ had the highest data volume, followed by ‘public projects and support measures,’ which also showed a significant share. These two topics, along with ‘Enhancing digital literacy among the elderly,’ received the highest user engagement in terms of views, comments, and likes. This suggests strong public interest in the societal impact of the digital divide and initiatives to improve digital literacy, particularly among older adults.

Abstract

This study aimed to explore the role and strategies of public libraries in responding to regional extinction crises. The research method involved analyzing prior studies from various academic fields and library and information science through a literature review. Additionally, surveys were conducted among public library staff and users in Chungcheongnam-do to gather opinions on awareness and response strategies for regional extinction. The findings revealed diverse cases from multiple fields that could be applied to libraries. Surveys showed that both staff and users shared an awareness of the crisis and agreed on the need for libraries to respond, with regional collaboration strategies being the most necessary. Based on these results, the study proposed the following strategies for public libraries to address regional extinction: 1) enhancing the role of libraries as complex cultural spaces, 2) strengthening ties between libraries and local communities, 3) providing tailored information services by age and social class, 4) enhancing the professionalism of library personnel, 5) promoting libraries and improving awareness of regional extinction, and 6) strengthening the connection between national and local government policies on regional extinction and library policies.

Abstract

Academic libraries have served as institutions that support the educational mission of their affiliated universities by not only facilitating learning and research activities but also directly providing user education, such as information literacy instruction. With the increasing complexity of the digital transformation and information environment, user education in academic libraries has become an essential factor in fostering the academic success of university members. This study aimed to enhance the educational role of academic libraries by analyzing recent user education cases in domestic and international academic libraries and synthesizing the results of written interviews with university administrators. Based on the findings, four key strategies were identified to improve the effectiveness of user education in academic libraries. First, information literacy education should be systematically strengthened to cultivate students’ ability to critically evaluate reliable information and use it ethically. Second, customized educational programs that reflect the diverse needs of users should be developed to provide differentiated education according to academic disciplines and learning stages. Third, education on information retrieval and evaluation capabilities should be enhanced by utilizing AI and big data in response to changes in the digital environment. Fourth, collaboration with faculty and researchers should be promoted to establish an interdisciplinary education model and activate user education linked to the curriculum. This study presented strategic directions for academic libraries to transition from mere information providers to key educational institutions, thereby reinforcing their educational role and institutional standing through improved user education.

Abstract

This study analyzed research trends on four major infectious diseases (COVID-19, Influenza, SFTS, and Dengue) to provide basic data for establishing infectious disease response strategies. Utilizing bibliographic data from the Web of Science, keyword network analysis and topic modeling (LDA) were applied to identify research themes. Findings indicate that Core research areas such as clinical diagnosis, vaccine and therapeutic development, proteins and immune responses, and epidemiology were identified for all four major infectious diseases. COVID-19 research has expanded into various areas, including resilience, social and economic impact, and telemedicine, while Influenza studies focused on seasonal outbreaks and mutation responses. Research on SFTS and Dengue consistently emphasized vector control and transmission pathways. This study provides foundational data for national infectious disease response policy and R&D investment.

Abstract

Prison libraries play a significant role in ensuring incarcerated individuals’ right to access information and to support their reentry. However, prison libraries in South Korea are valued more for their existence than for their function and remain largely inactive. Comparatively, the United States prisons had relatively greater openness and accessibility. Therefore, we have interviewed 18 stakeholders of library staff and collaborators from both South Korea and the United States to explore possible plans for improving prison libraries in South Korea. Based on the examination of the interviews, the study identified three key discussion points: stakeholder perceptions, prison library system, and collaboration for prison libraries. Collaborative systems are the key that can solve the lack of qualified staff and institutional support. This research is expected to lay the foundation for further studies on prison libraries and serve as critical reference material for future policy development.
